Student Housing Overlay District

The Student Housing Overlay District was created in 2012 after an extensive process involving the City of Saint Paul, the University of St. Thomas and community members in the surrounding neighborhood. Zoning Changes In the District

Recent changes to the city-wide zoning have the potential to make the Student Housing Overlay District essentially OBSOLETE. They created new types of housing units which are not listed in the original language of the District ordinance. As such, city officials and developers have interpreted this to mean the rules of the District don’t apply.
